In order to implement the Measures for the Administration of Foreign Exchange in Bonded Regulatory Areas (hereinafter referred to as the "Measures"), the State Administration of Foreign Exchange has formulated the Operation Rules for Foreign Exchange Administrative Measures for Bonded Supervision (hereinafter referred to as the "Operation Rules"). The operating procedures are now issued to you, please follow the instructions, and the relevant matters are notified as follows.
First, since October 1, 2007, the State Administration of Foreign Exchange (hereinafter referred to as the foreign exchange bureau) is no longer within the bonded area of the enterprise issued "bonded area foreign exchange registration certificate", "export processing area foreign exchange registration certificate" and so on And the "Foreign Exchange Registration Certificate for Foreign Investment Enterprises", but only issued the "Foreign Exchange Registration Certificate for Bonded Supervision". At the same time, it has collected the foreign exchange registration certificate and the foreign exchange registration certificate of foreign-invested enterprises, such as "foreign exchange registration certificate of bonded area" and "foreign exchange registration certificate of export processing zone". Replacement work should be completed by January 1, 2008.
Second, the renewal period, the original types of bonded areas of foreign exchange registration certificate, "foreign-invested enterprises foreign exchange registration certificate" and the newly issued "bonded supervision area foreign exchange registration certificate" at the same time use. January 1, 2008, no longer use the "Bonded Zone Foreign Exchange Registration Certificate", "Export Processing Zone Foreign Exchange Registration Certificate" and other types of bonded areas of foreign exchange registration certificate and "foreign investment enterprises foreign exchange registration certificate." The enterprises in the district shall handle the foreign exchange business of the capital account with the "foreign exchange registration certificate of the bonded supervision area". The bank shall collect and submit the information such as the corresponding foreign exchange account management according to the regulations.
After receiving this notice, the State Administration of Foreign Exchange (SAFE) shall, after receiving this notice, immediately forward the regional branch office and the bonded regulatory authority, as well as the banks and enterprises, and make preparations for publicity and replacement, and promptly renew the business for the local enterprises.
