Measures for the Administration of Inspection and Quarantine of Bonded Zones

Chapter 1 General Provisions

 Article 1 In order to strengthen and standardize the inspection and quarantine supervision and management of the bonded area and promote the rapid and healthy development of the national economy and trade, according to the Law of the People's Republic of China on the Import and Export Commodity Inspection and its implementing regulations, the People's Republic of China Entry and Exit Animal and Plant Quarantine Law And its implementing regulations, the People 's Republic of China Frontier Health and Quarantine Law and its implementation details, the People' s Republic of China Food Sanitation Law and other relevant laws and regulations, the development of this approach.

 Article 2 These Measures shall apply to the inspection and quarantine and supervision and management of goods and their packaging materials, bedding materials, means of transport and containers (hereinafter referred to as inspection objects) that shall be subject to inspection and quarantine shall be subject to the provisions of the laws and regulations.

 Article 3 The General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as the General Administration of Quality Supervision, Inspection and Quarantine) shall uniformly administer the inspection and quarantine supervision and management of the national bonded area. The State Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as the inspection and quarantine institutions) shall carry out inspection and quarantine and supervision and management of the items in and out of the bonded area.

 Article 10 The enterprises in the bonded area shall enter into the warehousing and logistics goods of the bonded area from abroad and the office supplies for their own use, and the raw materials and spare parts for export processing shall be exempted from compulsory product certification.

 Article 11 Where a non-bonded area (excluding Hong Kong, Macao and Taiwan regions, hereinafter referred to as non-bonded areas) of the People's Republic of China enters the bonded area without customs formalities, the inspection and quarantine institution shall not carry out inspection and quarantine; Procedures, inspection and quarantine institutions shall be in accordance with the provisions of the inspection and quarantine inspection.

 Chapter III of the export inspection and quarantine inspection of quarantine

 Article 12 The inspection and quarantine institutions shall carry out inspection and quarantine according to law.

 Chapter IV inspection and quarantine of the objects subject to transit in the bonded area

 Chapter 5 Supervision and Management

 Article 25 An enterprise engaged in the processing and storage of entry and exit animal and plant products in the bonded area shall comply with the relevant inspection and quarantine regulations.

 Article 26 An enterprise engaged in the processing and storage of foodstuffs in the bonded area shall go through the registration of hygienic food for export food production enterprises and enter the requirements of the country or region, and shall meet the requirements of the importing country or region. The processing and storage of imported food The enterprise shall be subject to the supervision and administration of the inspection and quarantine institution in accordance with the general hygiene standard of the food enterprise.

 Article 27 The establishment of inspection and quarantine inspection sites in the bonded area and the quarantine and fumigation shall be in accordance with the relevant requirements for inspection and quarantine.

 Article 28 The inspection and quarantine institution shall, in accordance with the relevant laws and regulations, carry out epidemic monitoring on the bonded area, and carry out quarantine supervision in the process of production, processing, storage and removal of animals and plants and their products in and out of the bonded area.

 Article 29 Where an enterprise is sold and transferred between enterprises in the bonded area, it shall be exempted from inspection and quarantine,

 Article 30 Where an entry and exit animal and plant and its products have been examined and approved for quarantine, if they need to change the examination and approval matters, they shall apply for alteration and quarantine inspection and approval procedures.

 Chapter VI Supplementary Provisions

 Article 31 The inspection and quarantine and supervision and administration of areas such as bonded warehouses and bonded logistics parks shall be carried out in accordance with these Measures.

 Article 32 In case of violation of the provisions of these Measures, the inspection and quarantine institution shall impose administrative penalties in accordance with the relevant laws and regulations.

 Article 33 The State Administration of Quality Supervision, Inspection and Technology shall be responsible for the interpretation of these Measures.

    Article 34 These Measures shall enter into force as of March 1, 2005.
